Tamil Nadu is the most urbanized State in India having an urban population of about 3.5 crores which is 48.44 percentage of the total population of 7.2 crores as per 2011 census.. As per 2011 census, Tamil Nadu is having 23.4 percentage of housing. In order to regulate the housing stock, the Government has enacted the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act 2017, to facilitate Landowners and Tenants and to provide affordable Housing for All. The said Act is come into force w.e.f. 22.02.2019.
e-Kaiyoppam portal is designed to enable the property owners and tenants to remotely execute the agreements in a completely automated manner without any intervention of the Rent Authority. This portal enables the owners / tenants to complete the one time registration process by following minimal and user friendly steps. Registered users will then be able to register the other party / witness and will also be able upload the agreement draft. Both the parties along with the witness will be able to view and sign the agreement by using the eSign functionality of Aadhaar from the continence of their homes without requiring any physical interaction with each other or with the rent authority. e-Kaiyoppam portal also enables digital payment of the Stamp Duty Charges by using the digital eStamping ecosystem of NeSL (National eGovernance Services Limited)
